The study provided a closer look at the distinct characteristics of three selected provinces in the Philippines and the similarities among poor households with the aim of crafting a more targeted set of poverty-reduction interventions in the country. It highlighted the need to focus on human capital development, facilitate job creation in rural areas, build strong risk reduction management and climate change adaptation systems in disaster-risk areas, build better connectivity across provinces and regions, engage the local communities in policy-making, promote better local governance and strong institutions, and enhance national-local government coordination.
