Advocacy and Communications Officer (EU Project)

Duration: 12 months, with possibility of extension

I. Background
The European Union (EU) has approved a Financing Agreement with Ateneo de Manila University (ADMU) in collaboration with its implementing partners, ICLEI – Local Governments for Sustainability, Manila Observatory (MO), and Xavier University (XU) to implement the project titled “Clean Energy Living Laboratories (CELLSs): The development of centres of excellence on energy access, renewable energy, and energy efficiency” under the Access to Sustainable Energy in the Philippines. The general objective of the project is to increase the awareness and knowledge on rural electrification, energy efficiency and renewable energy, through the creation of a national Centre of Excellence for SE4All and SDG7.

ADMU together with its implementing partners aims to empower stakeholders to effectively respond to energy challenges and seize opportunities for sustainable production and consumption, particularly in managing the country’s transition to sustainable low-carbon energy. Specifically, ADMU and its implementing partners aspires to:

Develop a sustainable knowledge management system that would create knowledge and foster appreciation of this knowledge for more relevant policy-making and programme interventions regarding low-carbon renewable energy (RE) sources, energy efficiency (EE) and energy access (EA);
Create learning opportunities and build capacities of various institutions and stakeholders to better respond to sustainable low-carbon renewable energy, energy efficiency and energy access challenges; and
Increase public awareness and engagement in order to sustain political commitment and support to RE, EE, and EA.

These objectives are intended to be achieved through the establishment and strengthening of Clean Energy Living Laboratories (CELLs) that will serve as the sparring partner of the Philippine government, particularly the DoE, other national government agencies, and Local government units, in ensuring that national commitments to pursue sustainable low-carbon energy sources, EE and EA are achieved and sustained.

The CELLs will be established at the national and subnational levels i.e., in Luzon, Visayas, and Mindanao. ADMU, through the Ateneo School of Government (ASoG), will coordinate the CELLs at the national level at the same time functioning as the Luzon CELL. Xavier University (XU) will be the CELL for Mindanao while another partner institution will serve as the CELL for the Visayas. MO and ICLEI SEAS will provide technical support to the CELLs.

A National Project Management Office (PMO) will be established at ADMU-ASoG to oversee and coordinate all project activities. In line with this, the following positions are available under the Project Management Office.
II. Scope of Work
The Advocacy and Communications Officer is expected to lead the planning, development, and implementation of the communications and advocacy strategy of the Project. S/he will also lead the Project’s marketing and branding including popularizing of the Project’s technical outputs for the general public

The Advocacy and Communications Officer is expected to perform the following tasks:

Develop the overall Communication and Advocacy Strategy of the Project including evaluation methods for the Project’s communication campaigns and advocacy programs;
Create a KM plan for knowledge capture, knowledge products development, and dissemination
Identify and develop communications partnerships and media alliances for Project visibility and perform liaising work with policy-makers, experts, media representatives, local government units, the implementing institutions, and other relevant stakeholders
Oversee publication and distribution of all communication materials and media packages including news releases, factsheets, and social and multimedia products for public outreach
Lead the organization of publicity, advocacy, knowledge-sharing events and promotional opportunities
Lead capacity-building workshops for the CELLs Project staff on relevant aspects of communications, and support staff members in the creation of communications content
Provide advice and expertise to the Project Manager and the Senior Technical Adviser on a range of advocacy and communication issues, methods, and approaches; forestall and resolve issues and problems on communications, public relations, and advocacy
Carry out duties as may be assigned by the Program Manager on similar and related functions enumerated above

Supervising Authority

The Advocacy and Communications Officer shall report directly to the Project Manager. He/she shall also work directly with the Senior Technical Adviser for the appropriate packaging and branding of communication products

III. Qualifications
The Advocacy and Communications Officer shall have the following technical qualifications:

A degree in Mass Communications, Journalism, Media Studies, Communications Strategy, Development Communication or relevant discipline other Social/Behavioral Sciences; advanced certificate or graduate units is preferred
At least 5 years experience in communications and advocacy work and planning and evaluation of educational and promotional campaigns and programs; preferably with knowledge in EU external policies
With working knowledge in multimedia content development and production
Experience in writing briefings or reports on technical information including making complex topics accessible for non-experts
