Addressing Policy Reforms for Local Government and Decentralization in the Philippines

In an interview with ANC last 24 July 2020, Atty. Michael Henry Ll. Yusingco, LL.M., Senior Research Fellow of the Ateneo Policy Center - Ateneo School of Government, says that pushing for Constitutional reform at this time will be a disservice to Filipinos. He believes the pandemic and its effects should be top priority of the Philippine government.

Yusingco and Ateneo Policy Center Research Assistant Sarah Vernice Sison shares their insights and recommendations for several senate bills discussed during the Senate Committee on Local Government last 19 June 2020. With these pending reforms to the Local Government Code, it is important to address the potential point of conflict between the national government and local government.
As pointed out in the article, a harmonious relationship within government is important to make such decentralized system work. In that regard, the authors remark that having higher deliberative standards and adaptation of intergovernmental relations (IGR) mechanisms is key to developing such a relationship.
