![]() Contract award for fee-based services: The Ateneo de Manila University, through the Ateneo School of Government, intends to award a contract for fee-based services to design and produce infographic materials for the Competency Dictionary developed by ASOG as basis for the design and implementation of competency- based training programs for local government units under the Access to Sustainable Energy in the Philippines Clean Energy Living Laboratories (ASEP CELLS) Project. About the Ateneo de Manila University - School of Government The Ateneo School of Government (ASOG) is the public sector arm of the Ateneo de Manila University. The School’s long-term mission is to teach and work with effective and ethical public servants. It aims to contribute in building prosperous, sustainable, just, and happy communities in the Philippines, empowered by democratic, participatory, transparent, and accountable governance institutions and processes. As a graduate school for leadership and public service, ASOG's academic and executive education programs bridge the gap between classroom wisdom and real-world policy decision- making and governance. Through its research and extension programs, and its work with public, private, and community organizations, ASOG continues to develop and foster innovative ideas and approaches in areas such as leadership, poverty eradication, climate change, social accountability, and politics. Background The European Union (EU) has commissioned the ASOG to implement a 3-year project called Access to Sustainable Energy in the Philippines (ASEP). The Project has 3 pillars to implement its programs and activities. These are 1) knowledge management, 2) capability building, and 3) Advocacy. Among the deliverables that the capability building pillar need to generate are as follows: 1) a competency dictionary which should contain the benchmark for assessing the levels of LGU competencies in promoting Energy Efficiency (EE), Energy Access (EA), and Renewable Energy (RE) utilization in their respective local governance mechanisms; and 2) training courses that will enhance the competencies of Local Government Unit (LGU) functionaries based on the competency dictionary. To date, the competency dictionary has been completed, and the team assigned to its completion is already moving towards the development and pilot testing of the initial training courses that should approximate the capability building requirements of LGUs based on the dictionary. The competency dictionary attempts to reorient the design and delivery of capability building programs towards more focused and measurable standards for ensuring that the needed knowledge, skills, and behaviors of local government officials and for championing EE, EA, and RE are met. However, embarking on a competency-based capability building program may still be new to most LGUs. Thus, if the goal of ASOG through the ASEP Project is to develop sustainable energy champions at the local level through trainings and other forms of capability building interventions, informing and building awareness of LGUs as clients of such programs need to be undertaken for them to appreciate the concept of competency and the rationale of embarking on a competency-based capability building program. The competency dictionary can serve as a suitable tool towards this end; however, its technical format needs to be popularized/laymanized for it to be communicated to the dictionary’s intended audience. Objective The aim of the consultancy is to develop appropriate Competency Dictionary infographic material(s) that shall generate LGU appreciation and support towards embarking on a competency based capability building program on Energy Efficiency (EE), Energy Access (EA) and Renewable Energy (RE). Scope of Work The following shall be the scopes of work of the consulting firm:
Time frame of the Engagement
The work shall have a duration of 2 calendar months. Eligibility The consulting firm should have at least 3 years of experience in marketing and development communications as fields of expertise. The firm should also have a dedicated team assigned to the project. ASOG may waive or consider other criteria in selecting a consulting firm for the project.
