Atty. Agra is a Certified Public-Private Partnership SpecialistTM, a status he obtained from the Institute for Public-Private Partnerships (IP3) based in Arlington, Virginia, U.S.A., and the Water, Engineering and Development Centre of Loughborough University, U.K. He is the only one in Southeast Asia who holds this distinction. He is currently completing all the requirements for conferment as Certified Regulation SpecialistTM by the same Institutions.
He currently heads Forensic Law and Policy Strategies, Inc. or Forensic Solutions, a private think tank offering services in the fields of policy, law reform, advocacy and governance. The group provides forensic study and viable policy options, giving our clients a crucial advantage in navigating executive, administrative, legislative and judicial inquiries.
He was the former Acting Secretary of Justice (Department of Justice), Acting Solicitor General (Office of the Solicitor General), Government Corporate Counsel (Office of the Government Corporate Counsel) and Chief Regulator (Officer-in-Charge) of the Regulatory Office, Metropolitan Waterworks and Sewerage System.
Atty. Agra is currently enrolled in a doctorate program with the Ateneo School of Government pursuing a PhD on Leadership Studies major in Public Management. He is also pursuing a 1-year Diploma Program on Strategic Leadership and Executive Management of Public-Private Partnerships by the Commonwealth Business School (CBS) and Institute of Leadership and Management, U.K. He finished his Bachelor of Laws at the College of Law, Ateneo de Manila University.
