Strengthening and Ensuring Public Participation in the Philippine Environment Impact Assessment Law

The Environmental Impact Assessment (EIA) system, mandatory in undertaking projects with potentially hazardous environmental impacts and a prerequisite to the issuance of a form of permit known as Environmental Compliance Certificate (ECC), has been in place in the Philippines for the past 30 years. Yet, in the same 30 years, some of the worst environmental disasters occurred in the country claiming hundreds of lives, and invariably pointing to a gaping hole in the EIA system.
